Independent Evaluation Consultant – Colombia & Bolivia

About the role

UN‑Habitat is seeking an independent evaluation consultant to lead a sub‑regional assessment for the project “Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor” in Colombia and Bolivia. The assignment is part‑time, lasting three months, and will provide evidence‑based insights that feed into the overall final evaluation.

Key responsibilities

• Design and execute a high‑quality sub‑regional evaluation focusing on project performance and outcomes.
• Collect and analyse context‑specific data on implementation dynamics, stakeholder engagement and local‑level results.
• Produce credible evidence that strengthens the analytical depth of the final evaluation report.
• Identify lessons learned for urban climate‑resilience interventions and contribute to knowledge sharing.
• Coordinate with the lead evaluator to integrate findings into the overall evaluation synthesis.

Required profile

• Proven experience in conducting evaluations of climate‑resilience or urban development programmes.
• Familiarity with UN‑system evaluation standards and reporting formats.
• Ability to work independently on a part‑time basis for a three‑month period.
• Strong written and oral communication skills in English.

Required skills

• No specific technical software skills are mandated; analytical and reporting competence is essential.
