About the role

RINA is seeking a Commissioning Manager to lead the commissioning and start‑up of a wind farm in La Guajira. The role involves planning, coordinating, and executing all commissioning activities for wind turbine generators, collector network, substation and SCADA systems, while ensuring safety, quality and seamless hand‑over to Operations & Maintenance.

Key responsibilities

• Develop the Commissioning Plan, system matrix and sequencing (energisation, testing, COD).
• Coordinate pre‑commissioning, commissioning and Site Acceptance Tests per system, managing LOTO and energisation permits.
• Manage punch‑list items, prioritising closures for milestones such as First Power, PAC and COD.
• Ensure complete documentation: procedures, test protocols, data books and hand‑over packs.
• Lead training and knowledge transfer to O&M teams, providing manuals, spares and tools.
• Produce deliverables including RACI matrix, test reports, master punch‑list status and energisation minutes.

Required profile

• Minimum 15 years of experience in the energy sector.
• At least 6 years of specific commissioning experience and 1 year on wind‑farm projects.
• Engineering degree in Electrical, Mechanical or Automation.
• 7‑12 years of industrial commissioning experience.

Required skills

• Commissioning planning and execution for WTG, collector network, substation and SCADA.
• LOTO procedures and safety compliance.
• Reading single‑line diagrams, schematics and signal diagrams.
• Punch‑list management using database tools.
• Test protocol development and result reporting.
