Procurement and Supply Chain Officer – Colombia

About the role

The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Procurement and Supply Chain Officer to support its operations in Colombia, including regular programmes, preparedness activities and emergency response following the recent earthquake. Reporting to the IFRC Colombia operation and to the Regional Global Humanitarian Services & Supply Chain Management Department in Panama, the officer will ensure that goods and services are sourced, contracted and delivered efficiently and in compliance with IFRC standards.

Key responsibilities

• Develop and maintain procurement plans in coordination with programmes, operations and finance teams.
• Conduct competitive solicitations, evaluate bids and manage contracting processes.
• Issue purchase orders, track deliveries and coordinate logistics to ensure timely availability of goods.
• Monitor supplier performance, manage risks and ensure auditability of all transactions.
• Utilise the IFRC Enterprise Resource Planning (ERP) system as the official record for all procurement activities.
• Support rapid scale‑up of procurement operations during emergencies.

Required profile

• Relevant experience in procurement, supply chain or logistics within a humanitarian or international development context.
• Strong understanding of procurement regulations, competitive bidding and contract management.
• Ability to work in a matrix environment and coordinate with multiple stakeholders.
• Commitment to IFRC’s values, zero‑tolerance policies and child safeguarding principles.

Required skills

• Proficiency with an Enterprise Resource Planning (ERP) system.
