Regional Grants, Contracts and Subaward Manager

About the role

The Regional Grants, Contracts and Subaward Manager provides oversight, coordination, and technical guidance for grants, contracts, and sub‑agreements that support CIPE’s projects across the region. Reporting to both the Director of Grants and the Director of Contracts, Subawards and Procurement, the role acts as a key liaison between the hub office, regional program teams, and headquarters.

Key responsibilities

• Provide management oversight and technical assistance for all grant, contract, and sub‑agreement matters.
• Maintain extensive knowledge of federal regulations, including Uniform Guidance/2 CFR 200 and the FAR.
• Review sub‑awards, contracts, and modifications to ensure donor requirements, flow‑down language, and allowable costs are properly documented.
• Guide program teams on agreement terms, negotiate grants, contracts, and sub‑awards.
• Monitor spending, budgets, and forecasts with program teams to ensure activities are funded and within budget.
• Collaborate with Finance and Legal to ensure compliance with rules and regulations.
• Develop and maintain policies and procedures for effective grant and contract management.
• Assess risk levels for sub‑awards and determine appropriate monitoring requirements.
• Maintain accurate documentation to satisfy donor and audit requirements.

Required profile

• Demonstrated experience overseeing grants, contracts, and sub‑award processes.
• Strong familiarity with federal regulations such as Uniform Guidance and the FAR.
• Ability to work collaboratively with program, finance, and legal teams across multiple locations.
• Excellent analytical and documentation skills to ensure compliance and audit readiness.
