Programme Officer – Human Rights (Latin America)

About the role

We are seeking a Programme Officer to join Civil Rights Defenders in Bogotá, focusing on the security, capacity and impact of human rights defenders across Latin America. The role involves managing and implementing projects, coordinating with partners and ensuring compliance with grant agreements.

Key responsibilities

• Coordinate programme implementation in line with grant agreements, work plans and organisational strategy.
• Maintain regular communication with the Department Director on progress, risks and key developments.
• Ensure compliance with grant management requirements, including reporting and financial accountability.
• Manage relationships with partner organisations, providing guidance and aligning with results frameworks.
• Oversee programme budgets in accordance with donor and organisational policies.
• Collaborate across teams to deliver rights‑based programmes, events, capacity‑building and advocacy initiatives.
• Contribute to resource mobilisation, proposal development and identification of funding opportunities.
• Monitor programme performance and evolving human‑rights contexts to inform adaptive management and reporting.
• Undertake additional duties as required to respond to changing operational and contextual needs.

Required profile

• Master’s degree in law, social sciences, international relations or a related field.
• At least five years of experience working with human‑rights or civil‑society organisations in Latin America.
• Strong analytical ability to assess and communicate human‑rights contexts in the region.
• Proven experience in project management, including planning, budgeting and monitoring.
• Excellent communication and teamwork skills, with a collaborative and empowering approach.
• Commitment to the values and mission of Civil Rights Defenders.
