Customs Manager

About the role

The Customs Manager is responsible for overseeing tax exemption processes, customs clearance, and temporary import regimes for equipment imports. The role ensures compliance with Colombian regulations, manages external agents and brokers, and coordinates logistics from port arrival to inland transport.

Key responsibilities

• Select, evaluate, and manage tax‑exemption agents or law firms with proven UPME 1715 experience.
• Review all agent deliverables line‑by‑line, including tariff classification, declared values, applicant entity, and bill of materials.
• Perform professional quality control to identify classification errors, missing documentation, and deadline risks before submission to UPME.
• Track case status, push for resolutions, and maintain a real‑time ledger of case numbers, values, and approval status.
• Build and maintain relationships with UPME case officers and DIAN contacts to stay informed of policy changes.
• Supervise customs brokers, verify DIAN declarations and VUCE filings, and manage bond issuance, renewal, and expiration.
• Ensure RETIE/RETILAP compliance documentation is prepared before equipment arrival.
• Decide on duty exemptions, calculate payments, and approve payments through company systems.
• Handle exceptions such as bonded‑warehouse holds, penalties, and late‑compliance applications.
• Coordinate with headquarters logistics and freight forwarders on vessel arrivals, documentation, and inland transport.

Required profile

• Proven experience managing tax‑exemption cases under UPME 1715.
• Strong knowledge of Colombian customs regulations, DIAN procedures, and temporary import regimes.
• Ability to review technical documentation, tariff classifications, and compliance certificates.
• Experience supervising customs brokers and handling bond management.
• Excellent coordination skills with logistics teams and external agents.
