Emergency Adviser – Colombia (Bogotá)

About the role

The Norwegian Refugee Council seeks a resilient Emergency Adviser to lead and coordinate strategic multi‑sector emergency projects from its Bogotá coordination office and to develop high‑quality response guidelines for Colombia and Ecuador.

Key responsibilities

• Oversee day‑to‑day management of strategic emergency response projects, including planning, implementation, monitoring, evaluation, budgeting and procurement.
• Ensure technical quality, standardisation of processes and tools across geographic areas and compliance with donor requirements.
• Provide technical support to area managers, emergency managers and focal points on prioritisation, quality and harmonised guidelines.
• Coordinate implementation among area offices to guarantee efficiency, consistency and standardisation.
• Work with grants and MEAL staff to ensure compliance with project‑cycle management, conduct regular reviews and prepare high‑quality donor reports.

Required profile

• University degree in social sciences, engineering or related field; graduate degree in humanitarian action, risk management or international humanitarian law.
• Minimum five years coordinating emergency operations in humanitarian contexts.
• Minimum five years experience in project formulation, implementation, monitoring, evaluation and results‑based management.
• Experience in complex contexts with mixed migration flows and conflict‑affected populations.
• Fluent written and spoken English; knowledge of humanitarian standards and Colombia’s humanitarian architecture.
