Senior Officer, Fiscal Instruments

About the role

The Fiscal Instruments Senior Officer will lead the design, piloting, implementation and monitoring of fiscal instruments to support forest finance across Colombia, Guyana, Lao PDR and Mongolia. The role involves diagnosing existing fiscal frameworks, creating revenue‑earmarking mechanisms and ensuring alignment with national development plans and EU‑supported priorities.

Key responsibilities

• Lead fiscal diagnostics, revenue modelling and design of incentive packages such as compensation fees, duty relief and differentiated resource‑use fees.
• Draft and review legal, regulatory and budgetary instruments required for government adoption of fiscal reforms.
• Integrate fiscal instruments into national policies, forest development plans, restoration strategies, NDPs, NDCs and biodiversity frameworks.
• Develop and deliver training on fiscal modelling, policy analysis and implementation for ministries and relevant agencies.
• Support the creation of national green taxonomies and MRV platforms to track fiscal flows and financial impacts.

Required profile

• Advanced university degree (Master’s or higher) in Public Finance, Economics, Fiscal Policy, Law or a related field.
• Minimum 7 years of professional experience in fiscal policy, tax/regulatory design or climate/forest finance.
• Proven experience drafting fiscal instruments and supporting government adoption of fiscal reforms.
• Full professional proficiency in English; working knowledge of French and/or Spanish is an advantage.
