Solid Waste Management and Project Implementation Expert

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a consultant to lead the technical and operational assessment of solid waste management at El Potrerillo Market in Bogotá. The expert will guide the selection of organic waste treatment solutions, coordinate implementation partners, and ensure the feasibility and sustainability of the proposed systems.

Key responsibilities

• Assess current solid waste management conditions, identify gaps and implementation opportunities.
• Lead technical evaluation and selection of organic waste treatment technologies such as composting, biodigestion, anaerobic treatment, or hybrid systems.
• Supervise and coordinate partners and contractors responsible for studies, designs, infrastructure, pilots, and community engagement.
• Ensure technical quality, feasibility, and readiness of solutions, designs, operational models, and infrastructure.
• Facilitate coordination with territorial stakeholders, public institutions, waste‑picker organizations, market associations, and community actors.
• Monitor field implementation, including construction, installation, testing, pilot rollout, and commissioning.
• Identify risks, bottlenecks, and institutional constraints, proposing mitigation actions.
• Support development of sustainability strategies, governance arrangements, financing approaches, and long‑term operational planning.
• Provide technical capacity‑building for municipal institutions, waste‑picker groups, operators, and community stakeholders.
• Produce technical progress reports, monitoring documents, recommendations, and final assessments.

Required profile

• Proven experience in solid waste management and implementation of organic waste treatment projects.
• Strong background in technical evaluation, stakeholder coordination, and project supervision.
• Ability to develop sustainability strategies and capacity‑building activities.
