Chief of Unit, Human Resources Management

About the role

The Chief of Unit, Human Resources Management (CHRO) leads a fully integrated, regulatory‑compliant HR section for the United Nations Verification Mission in Colombia (UNVMC). Reporting to the Chief of Operations and Resource Management, the CHRO advises senior leadership and hiring managers on HR planning, policy implementation, and alignment of HR strategy with mission priorities.

Key responsibilities

• Participate in mission planning, determine staffing requirements, and develop coherent staffing strategies.
• Advise senior leadership on capacity gaps, workforce planning, succession planning, and draw‑down processes.
• Coordinate with the Field Operations Finance Division on budget development, staffing tables, and classification of posts.
• Assess workforce composition by function, skill, level, gender, and geography to identify gaps and recommend actions.
• Support organization‑wide change initiatives affecting human resources and review mission structures for necessary adjustments.

Required profile

• Extensive experience in strategic human resources management within an international or multilateral organization.
• Proven ability to advise senior leaders on workforce planning and policy implementation.
• Strong understanding of UN HR regulations, budgeting processes, and staffing classification.
