Emergency Adviser – Strategic Emergency Projects

About the role

The Norwegian Refugee Council (NRC) seeks a highly qualified, resilient professional to serve as Emergency Adviser for Colombia, overseeing strategic multi‑sector emergency projects and helping develop standardized response guidelines.

Key responsibilities

• Oversee day‑to‑day management of NRC’s strategic emergency response projects, including planning, implementation, monitoring, evaluation, budgeting and procurement.
• Ensure high technical quality, standardisation of processes and tools across geographic areas and compliance with donor requirements.
• Provide technical support to area managers, emergency managers and focal points, coordinating implementation among area offices.
• Support development of proposals and ensure compliance with project‑cycle management, reporting to donors.

Required profile

• University degree in social sciences, engineering or related field, with a graduate degree in humanitarian action, risk management or international humanitarian law.
• Minimum 5 years coordinating emergency operations in humanitarian contexts and 5 years in project formulation, implementation, monitoring and evaluation.
• Experience in complex contexts with mixed migration flows and conflict‑affected populations.
• Fluent in written and spoken English.

Required skills

• Knowledge of humanitarian standards and donor compliance.
• Familiarity with Colombia’s humanitarian architecture and the National System for Comprehensive Care and Reparation for Victims (SNARIV).
• Understanding of protection mainstreaming and ethnic community dynamics.
