Senior Monitoring, Evaluation & Learning Officer

About the role

FHI 360 is seeking a Senior Monitoring, Evaluation, and Learning (MEL) Officer to lead MEL activities for the STRIDES project in Colombia. The role provides technical guidance, oversees day‑to‑day MEL operations, and ensures data‑driven decision‑making across the project’s laboratory and surveillance components.

Key responsibilities

• Develop, operationalize, and manage MEL systems, tools, and procedures to collect, collate, analyze, and interpret project data.
• Supervise technical staff and subcontractors to align activities with the Activity MEL Plan and USG priorities.
• Maintain project protocols, instruments, data sets, manuals, training materials, and reports.
• Produce technical briefs, reports, and other materials to support research, best practices, and policy development.
• Conduct implementation analyses, identify improvement areas, and propose technical strategies.
• Support the design and field implementation of research studies and coordinate with the evaluation team on data interpretation.

Required profile

• Extensive experience in monitoring, evaluation, and learning within global health or infectious disease projects.
• Proven ability to lead MEL systems and supervise multidisciplinary teams.
• Strong analytical skills with a track record of producing high‑quality technical documentation.
• Familiarity with US government health security priorities and international development standards.
